California Uniform Public Construction Cost Accounting Act (CUPCCAA)

Notice: Ironhouse is Inviting Interested Contractors for the 2026 CUPCCAA Informal Bid List

Ironhouse Sanitary District Board of Directors adopted Ordinance No. 21-11, implementing the California Uniform Public Construction Cost Accounting Act (CUPCCAA) informal bidding procedures and invites all interested licensed contractors to submit their company for inclusion on the Informal Bidding Contractors List for all trades for calendar year 2026, pursuant to Public Contract Codes 22032 and 22034 – CUPCCAA. (Companies must resubmit each year).

CUPCCAA (California Uniform Public Construction Cost Accounting Act) provides an alternative procurement process for public works projects. Contractors must comply with prevailing wage requirements, as mandated by California law.  The CUPCCAA process is designed to be more efficient, with less paperwork and fewer requirements compared to larger public works projects.

  • For projects under $75,000: ISD will invite at least three qualified contractors to submit bids or proposals. The agency can send an invitation to bid or request quotes from contractors on the pre-qualified list.
  • For projects between $75,000 and $220,000: ISD will utilize a simplified procedure compared to formal bidding, allowing for a more efficient and expedited contracting process. ISD will notify contractors on the pre-qualified list.

Registration Process: Contractors can register their business using the 2026 Informal Bidding Prequalification Application  to be included on the ISD's pre-qualified list. Accurate contact information, specification of the type of contractor's license and services provided are required.
